Your amateur radio license is personal to you. It does not transfer through a will, and it does not survive your passing without proactive action. We advise families, trustees, and estate attorneys on FCC notification requirements, callsign disposition options, and the specific steps required to preserve or properly retire the callsign — leaving execution to the family or their designated counsel.
If you serve as a repeater trustee or club station trustee, those obligations do not end at your passing — they become your estate’s problem. As a technology executive and systems engineer with AT&T, IBM, and Hewlett Packard Enterprise, Dr. Robert B. Davidheiser learned that when specialized technical assets change hands, the quality of the documentation determines whether knowledge is preserved or lost. His professional career also included work supporting a classified United States federal government communications program and systems architecture responsibilities for a major international entertainment and resort organization. Dr. Davidheiser earned a Ph.D. in Computer Science. Combined with more than three decades of executive leadership, systems engineering, software development, and technical consulting experience, that background provides the technical perspective, analytical discipline, and professional judgment upon which Signal & Legacy Services was founded.
Licensed continuously by the Federal Communications Commission since 1963, he operates under the amateur radio callsign W5RBD. He is an ARRL Life Member and currently serves in an FCC-recognized ARRL regulatory support role, promoting operating excellence, regulatory compliance, and the integrity of the Amateur Radio Service.

Every engagement follows the Signal & Legacy Seven-Phase Technical Asset Continuity Method — covering initial assessment, scope definition, service agreement, station documentation, quality review, formal delivery, and ongoing maintenance. The same process applies to every client, every station, every time.
We do not overstate valuations, misrepresent qualifications, or make representations we cannot support. When uncertainty exists in a valuation or regulatory matter, we disclose it in writing. Clients are never misled about scope, findings, or limitations.
Signal & Legacy Services does not buy, sell, broker, consign, or auction equipment. We accept no commission, referral fee, or compensation of any kind from equipment dealers, auction firms, or disposition services. Our only financial interest is our stated professional fee.
Signal & Legacy Services will never purchase, offer to purchase, or negotiate to acquire any equipment belonging to a current or former client. This prohibition is permanent, unconditional, and applies to all principals, employees, and authorized representatives of the practice.
Indicated secondary-market values are derived from documented comparable sales, active market listings, published dealer pricing, and professional judgment where market data is limited. All conclusions are stated as indicated values, not formal appraisals. Sources are documented and available to the client upon request.
Every Technical Asset Inventory Report undergoes a structured internal review before delivery. Items are verified against session documentation. Market value conclusions are cross-checked against current market data. FCC and trusteeship findings are confirmed against primary sources. No report is delivered until it has passed this review.
All client information — including station inventories, estate details, family circumstances, and financial data — is held in strict confidence. No client information is shared with third parties without written authorization. Client files are retained securely and accessible only to authorized personnel.
Signed Technical Asset Inventory Reports and supporting documentation are retained for four years from engagement completion. Financial records are retained for three years from transaction date. Personal contact information is retained for one year following service termination.

Our findings and market value conclusions are determined independently, without external influence.
